My company has three different ISP services and three public facing IP address ranges, on these ranges I have public web services. The problem I have is that if one of the ISP\'s fail the corresponding web service also fails. Therefore I wish to purchase and implement our own IP range which will be carried across all ISP\'s.

I am looking for a technical paper to be written explaining the following

1) The current problem with \"renting\" ip address ranges and hanging dedicated public services off these (see above).
2) The reason and benefits in moving towards owning our own public IP address range
3) The likely challenges faced
