Draft a 2000w DBA (HR) research proposal by 19 April

My international client seeks a writer well-up in current HR to substantially draft a proposal and, all being well, follow through towards delivery over a span of some months (for 2015) on a basis to be agreed.
The topic would concern the field of strategic human resource management and overcoming resistance, i.e. change management, within an international frame of reference to include developments in the Far East/ Pacific Rim.
Please contact me in 1st instance for further info &/or to express realistic interest. I would need to see:
(1) Concise but credible evidence of your background (business &/or writing: c.v., samples, weblinks)
(2) A pre-outline proposal (couple of paras. at most) as to what aspect of this field you would aim to write about, and why so
(3) Some indicative (though not, of course, at this stage binding) indication of what charge you would regard as fair for (a) Researching and drafting the RPO, as 2000w including selected references/bibliography;
(b) Proceeding with the next full stage of the project in due course, subject to later agreement.
