Complete proposal to implement lightning & surge solution

Seeking a professional writer to complete a project proposal on implementing lightning & surge protection solution.

This job was awarded before but outcome was not satisfactory. So I am seeking a experienced writer who has been involved in writing management proposals. Also knowledge in electrical engineering and IT communication is a plus advantage.

The writer must study the written proposals which I have received from solution providers and re-do the attached proposal to suite the requirement. Also when this is being done I would prefer two-way communication with the writer.
