Write a peice of code that takes a csv file and re-arranges columns & Adds values

This job is for a developer to write a piece of software to output a csv spreadsheet file for ebay turbolister that uses a separate spreadsheet as input for some of the columns.
A description of the output required is attached.

The software does not need to have a GUI, it can simply be a command line type program.

It would be useful if the code is written so it can be modified in future to accommodate changes to the ebay turbolister file requirements.

The input spreadsheet has a top row containing headings, and a maximum of 50 rows.

The output spreadsheet will have no headings and will need to have as many rows as are on the input spreadsheet.

If the program prompts for input, it should use column B on the input spreadsheet as a reference, eg
“enter a value for Category1 for: [contents of Column B]”
