WRITE A BUSINESS PROPOSAL/PLAN

I need a business proposal because I am planning on creating a music Festival For a major city in Texas who have not yet been introduced to such thing, and I would also need the proposal done by mid July. I already have everything researched and all the information needed and pictures as well because my last writer was not punctual so I needed someone who can get the job done right and punctually. All I need is a presentable 20-30 page (if necessary) for a proposal that basically explains my grand idea.
