Wordpress Twitter/Facebook Voting Plugin

We are looking to get a OAuth enabled Wordpress plugin developed which will allow users to nominate and vote for people in various predefined categories using their Facebook and Twitter accounts. A front end interface for voting/nominations and a backend area for collection of votes are required. No css or design is needed, just the basic functionality - we can style it up. I've attached a screenshot of a similar app which was used on Mashable.

The plugin will have two ‘modes’:

1. Nominations:

Visitors to the site are presented with a screen asking them to nominate a person in a selected category. They can nominate either by the persons name or by their twitter handle. The visitor then chooses to nominate either using their Twitter or Facebook account. Once they have filled out their details and nominated the plugin posts to their Twitter / FB page via oAuth saying they’ve nominated someone:

‘I just nominated @nominee for Award. You can nominate someone too at www.awards.com.’

The system records who has been nominated and who nominated them. Visitors to the site can nominate as many people as they like as many times as they like.

2. Voting:

Users are presented with a list of nominees in each category (assigned by Admin in the backend) and asked to vote using their Facebook or Twitter accounts. Again, once they vote the system posts to their Facebook/Twitter profile:

‘I just voted for John Doe in the Awards. You can vote for them too at www.awards.com.’

Each Facebook / Twitter account can vote once in each category (so visitors can essentially vote twice). The system counts the number of votes for each nominee and also records who votes for them.
