Wordpress Move to Windows 2008 -- Rewrites from IP

I have a Wordpress site completely built out with a backup of MySQL databases as well as an XML exported file. The site was built out in a subfolder on Windows Server 2008. I moved the site into the root, but rewrite rules have corrupted the admin section and the work has quickly ground to a halt. Being unfamiliar with Windows console I need someone who is able to reload the project and offer the best advice for the URL rerouting and planning for an eventual domain masking of the IP.
