WordPress Lead Generation Customer System

I have a website in wordpress where, a customer enters a postcode. This brings up a list of suppliers who are in their area. The supliers are then sent and charged for leads.

The platform needs to be portable so can be deployed on other wp sites down the line.

The Supplier installer needs to register and confirm which postcodes they cover, only using the first part of the postcode so (L1, L2, L3 etc).

Upon sign up they may get 5 free leads
We need a payment system in place so they buy in blocks of 10 and are always in credit, no lead gets dispatched without being paid for prior
Registration form needs
Client name
Company Name
Address
Summary of what the company offers
History of the company
Company logo
Picture of the main person
Which are then used to build a client page

Client completes the qualification form (Gravity Forms)

Which then queries the list of suppliers for that postcode, the client can then submit to all or choose one particular supplier
(there will be no contact numbers on the site so it is either tick and apply all or look at supplier profile and contact from there page)

If the supplier gets assigned leads then it takes that lead from their total allocated and sends them an email ( we need to populate with the form submission, but also include things like
