Wordpress blog building plus final website coding sections

I am looking for quotes and timescales for build of a blog for my website

The blog homepage to take on this format in attachment below - and then post to follow similar format to what is currently there on website (with the right hand column of below).

Final coding for website -

Homepage - bottom left hand corner - I would like this section to be called small talk and to have copy that rotates (quotes) each time page is refreshed

Homepage - ensure posts are pulled into homepage if possible, and twitter feed also.

Any final coding fixes to ensure website runs smoothly.
