Wordpress 3 column website as described

Hi,

I require a website developing using the latest version of Wordpress,

The design is a 3 column design ( very ) similar to http://www.hayley-group.co.uk/about-hayley/

The important parts are the categories & sub categories, the main menu bar is built from the categories, with sub categories in the drop down menus. And when a main menu item is selected the submenus are listed in the left column. All menu links will be links to articles that will be displayed in the center column. With the right column for plugins - widgets etc.
Top banner will be a fixed and contain images only.

I will supply the category list to the winning bid, there is approx 10 main categories with an average of 10 sub categories each. You will NOT be expected to build all the articles, just create the categories structure and prove the link to relevant pages.

With 4 additional static pages about us, Services, contact us and brands, Again you will not be expected to create all the content for these pages just the frame work.
This job is quite urgent and I will require the first part ( categories, menu system as described above) over this weekend, with the final site delivered over the following weekend (26th-27th Jan )

I can pay on final delivery or over 2 milestones.
