WooCommerce Order Notes Modification

You are required to produce plugin that works coherently with WooCommerce.

Title of plugin to be "WooCommerce Order Notes Window".

Currently, when user goes on WooCommerce > Orders and they clicks on Order Notes icon, it opens the Order itself. I would like it to open a new window instead. Inside this new window, I would like you to display the Order Notes Meta Box which is inside each order. Inside this box, I would like the first and last name to be displayed next to the time it was added. An example of this can be seen here https://www.dropbox.com/s/2a2l77pgg1tdxjl/order-notes.png .
This would require modification to the comments table in the database as currently the actual author is not stored, instead it stores "WooCommerce" by default. Finally, I would like a setting in WooCommerce > Settings under the General tab right at the bottom under the header Order Notes, called "Default note type" and whatever is selected there will be the default note type when adding a note. To further clarify, I would like to be able to add notes within this new window.
