Woo commerce not sending new order email

Estimated project duration: 1 day or less
I cannot get Woo Commerce to send an email to the customer or admin when a new order is placed. emails are sent when other stages of the ordering process are completed. It is not a hosting issue, I have changed the theme and disabled plug ins and investigated IPN issues. I believe this to be a common problem but I can't find the solution.
