Wedding photo sharing site seo strategy and implementation

I run a wedding photo sharing website and am looking for someone to kickstart our seo work. The site has been live for 5/6 six years and has slowly built natural links (from blogs/reviews etc.) but we need to now push this aggressively.

With a previous business I got hit hard with the panda update so I need to find someone who will do the job above board/safely and with a sound long term strategy!

I need someone to look at the site, research a full range of possible keywords (both direct and ones where we could create demand) and natural traffic opportunities and then progressing this to agreed site optimisation and link/content building? I will also need someone who can tailor the seo to localised versions of the site. i.e American links for US version of site, UK links for UK version.
