Website with databse

I want a website with the following features:
New user should be able to signup and create his own page using a predesigned template. The page should contain simple details about him
New user should be able to type details of a job.These should be able to be saved on database. These details should only be seen by another user(only one) the administrator and of course the person who wrote the job
The user whom the job is sent to, should be able to accept job or decline it. This user cannot edit the job details but only add the field accept/ decline plus some other details.
The user who wrote the job plus the administrator should be able to see the status for each job at any time.
