Website - transfer and redesign

My client wants to revert to her old website design after the very expensive new website designed by a major firm over a year ago has produced less clients and queries than the old site they designed. The web company is not willing to make the changes, despite being paid in full. Therefore I need somebody who can do the following:

1. Advise on the transfer of the old site design (which doesn't have a CMS) to a new design (with CMS - word press?)
2. Undertake the new design of the site as per the brief attached in the most cost effective and speedy way possible.
3. Develop another website for the training part of my clients business.

If you can quote based on the attached brief (rough price please) and then we can talk further - I will be going through People per Hour for contracting and payments, but do not want to divulge my clients details publically,

I need to know from you:

1. Examples of what you have done before
2. Some idea of speed of work (how quickly you can get this done - we need to turn this around as soon as possible)
3. Any ideas / experience in resolving something like this - the transfer of another designers work to a word press type site?
4. Your price / fee - both fixed and per hour.
