Need a SEO expert to work for my website to get top 3 Google.co.in ranking for 10 local low competitive keywords.

Terms ;--

No black hat tactics
No spamming
Only quality and permanent link building
Will have to do everything to get ranking ( ON Page SEO , Article Writing , Change in Design, Blog writing etc.... )
No of keywords 10 ( I will provide you )
No in front payment

Payment Conditions:--

1 20% when at least 5 keywords on 1'st page of google.co.in
2. 20% when all keywords will be on 1'st page of google.co.in
3. 30% when all keywords on top 3
4. last 30% will be release if all keyword stay on top 3 of google.co.in for at least 15 days.
