Website template design

I am looking for a funky designer to create a design template I can use in a website update. I aim to use the design for passing to my programmers who will use the template across the site.

Sorry but i am only willing to pay for a design that i agree to use, so if a design is presented that I do not like (or simply do not want to use) i will not pay.

I will happily provide a website link and my basic ideas on the page structure we have in mind to those who provide an acceptable quote and in order to protect your own interest, I am happy to give my opinion on rough design concepts to aid the progress of the job.
