Website Scope Design and Build

I'm looking on starting up a business idea which I have seen doing relatively well in the states.

Whilst I'm not an IT tech person I have a good idea of the layout design, functionality, backend database requirements etc. Furthermore there is an example site out there which whilst I certainly don't want to copy it, it represents a much better brief than I could write here. Another point which you may or may not want to consider it the artwork and graphic design. Ideally I would want someone to be able to do everything. And be able to support and further on-going design etc as the site is launched the traffic starts to build. Furthermore a nice value add would to be able to get the smart phone app iPhone and android quoted if it is within the skill set but am happy to get that done post website build.

Whilst I don't expect anyone to be able to price based on this I expect interested parties to be able to contact me with an expression of interest. I am then more than happy to have a discussion and provide a link to the sample site empowering said interested parties to provide and competitive quote.

I would also like the programme / build to be done a well-known common / best practice fashion so that as required other programmers can pick it up to manage modify change.
