Website redesign/online shop/downloadable items

I have a website currently I feel is too cumbersome. It was designed, with the help of a template, by myself with a few tweaks from a friend, and isn't as professional as it could be. It is designed in Expression Web so you'd need to know how to design with that app. I'd like to also add the ability to allow people to pay for and download MP3 recordings or publications. I am located in Edinburgh and would like a local person to do this task, as I'd prefer face to face communications. I am a small one-person business and budget is an issue.

Copyright, ownership and ongoing maintenance of the site and the hosting address, passwords etc. to remain with myself.
