Simple looking website required

What I need:
- cms - pages can be added by me
- website to include blog and ideally website to include blog that can be updated easily on the go like blogger.com
- discount voucher generation and tracking for business that advertise with us
- space for limited adverts in banner and one side bar
-shop integration from spreadshirt etc

Example layouts and detail can be given.

I have the website logo, still producing contents and possible video for install on website.

Bonus will be paid for good job, price may be negotiable but I have a limited start up budget.
