Website & mobile app

I just got back from a meeting with new clients that are requesting something I cannot do.
They need a mobile app that will allow them to assign repair numbers and upload photos and captions of how their car repair is going and then allow their customers to get app and enter there repair number and see how the repair is going. I would also like the app to have a horn honking sound alert if the shop uploads an update, maybe optional with a check box.
I also need this feature to be on the website. These guys are real picky about design , So I will work with them on getting a design for the home page and then you build the site.
It will have the schedule an appointment form and the view repairs systems and the other five or six pages will be basic html.
