Website developed with cms

I need a website developed for a dog handler. SERIOUS bidders ONLY!!! with reasonable hourly rates also!!

I am not looking to have a "dog" themed website but a classy yet clean design where I can post pictures of the dogs that I look after and care for and about my job.
Apart from the pictures and my logo, I don't want nothings dog themed.

I design this rough sample so that you have an idea of how I want it to Look.

I want to manage the website myself, and rather have a cms system, not so keen on Word Press!
• Home - A lage picture can be added or changed anytime, and once the other menu bar buttons are clicked then it disappear.
• Sliding banner on top ( time showing each and how many banner to be added I choose) all that uploaded on CMS system
• Side banners - How many and position you decided the best way that would suit the website, can be can 2 banners (as showing below) or simply one.

• I want the menu tab to open with a similar way as showing on the link above, with the windows sliding from left, right, top or below... you decide
• The menu bar, you can choose the effect and colours, and position (top, on the side, wherever)
• Contact, with google map and contact form
• Testimony you decide
• An extra tab ( Blog ) has to be added
• website template colour ( Black, White, or that brown/oldpaper effect similar to the inside of the logo mark ) but well, open to ideas and suggestions.

Sorry but not designers from INDIA. Due to bad experiences I am not looking forward to work with codes over there. If you also have an agency that hires coder over there, I wont be working with you either.
