Website Designer/Developer Required to Set up a Community Forum Site

I am looking for a website desinger/developer to set up for an online community
chat/discussion forum website. The forum should desinged using the most current and best
available open source source software. It should be designed from the outset with security
in mind, so the site is as secure and as safe as possible from spamming and other
associated security risks. Also, most importantly it should be simple to register and be
easy to use by both users and administrator. Here is an example of such a forums:
