Website creation using online site builder

The website sole purpose is to earn money in the long term. I need a website that is made fast enough but is of the top quality. It should be attractive. I will be suing SEO, ONLINE MARKETING, generating traffic and everything, total budget for bringing customers will be $1500 per month.
