Website completion

I have a job search website which has to be completed in its development. The site is 90% completed. I want the data forms to be done on the site in the current web builder software (wysiwyg) which will submit the information uploaded by employers and job seekers to data base. The site must be able to receive payments from employers before the jobs can be uploaded. When the jobs are uploaded the employers can also search the data base if they so desire to find suitable applicants ( this process can be a separate functionality involving a charge).

The uploading of cvs by jobs seekers is free. The job seekers and the public can search the site to see vacant jobs. The website is designed in wysiwyg and I do not want to change it from web builder. I want the site to remain in wysiwyg version 8. Wysiwyg have a facility for a database.
