Webapp - Phonegap (possible tweaks) - Appstore submission help

I have a HTML5 app that I've already added to phonegap and created an ipa file. I'm on a mac and have created different certs, keys, p12, a all sorts of things (dev and production) but I can't successfully add it to the appstore via itunes connect. I'm registered as an Apple dev and everything is setup. The problem is generating correct certs with keys and...?? ...beyond my skill set!

Is there a way that I can give you access somehow and you can submit the app for me under my itunes dev / login etc?

(possible tweaks) - at the moment the app gets users location, makes a call to a DB and returns a list of results based on location. The next bit of work I need doing is to enable 'push notifications' so if a user is nearby to a result from the DB they're alerted.

I set the fixed price to £100 but this can vary as I'm asking for two things.
1. Appstore submission - being the most important
2. Further tweaks - not as important but if the price is right then I'll go with this as well
