Web redesign

This is my current website built on Joomla.

I would like the look of this : http://www.insight-hr.co.uk/. Especially the moving pictures.

The tabs I have down the left column of my website need to go across the top horizontally.

I would like my logo and phone number to look like the top of this website:
http://www.fabricwholesalersuk.co.uk/index.php

I will supply the photos from stock photos but will need guidance re the size that will be required. All other information on the website remains the same.
I would like a fixed price and indication of how long it will take. The cheapest price wins. Thank you very much!
