Web programmer needed

I am looking for some help with two elements of a website.

1. I am looking for help with a menu - to create something similar to celine com
whereby the menu fades in, and also nested menus fade when hovered over

2. I need images to link to anchors(other images) on a different page but so the image in in the middle of the page not at the top
