Web Development (for a under construction index with social and newsletter form options)

I would like to work with a detail and quality oriented web developer to transform a simple psd design into code.
We are talking about a under construction teaser with some options:
- multiple Facebook links (all pages done, URL customized)
- multiple social icons (all accounts created, URL available)
- MailChimp form integration (one field, account available)
- mouse overs
So, pretty basic stuff.

Because I would like to find someone reliable to work with in the future I would also like to make sure I'm working with a professional that will pay good attention to everything, from slicing to valid code and inter browser optimization (latest versions & I hate IE too!).
