Web developer to create an intelligent website!

I am looking for a web developer to create a website as follows:
• A Forum where users can upload a “Segment” from their “Article” to the website. The Segment to be searchable and readable on the website and on iphone/iPads/Androids.
Before uploading the Segment, users must register with the site. Registration will ask User for soecific information:

Visitors to the site should be able to:
1) Filter and read the uploaded Segments according to the information input to refine their search.
2) As the visitor reads the Segment, analytics gathered as to how many people selected the Segment to read and turned pages to continue reading, i.e. click ‘next page’ button. These analytics to be drawn from so that they can be analysed.
3) As visitors read the Segment, they need to be given the opportunity to leave written comments as they read. Preferably on a right hand column, where they can see their comments only, no one else’s.
4) On the final page of the uploaded Segment:
• The visitor will be asked to rate/score the overall Segment. (This will be similar in principle to rating hotels on Tripadvisor).
• Visitor to be given the opportunity to purchase the rest of the Article.
• Visitor will be able to share the link to the Segment on Facebook, tweet, recommend etc.
• ‘Tell us a bit about yourself’ section to ask visitors basic questions.
5) The website should be able to accumulate scores for uploaded Segments.

The website should also be able to:
• Button/link to report offensive material
• Block spam uploads advertising junk mail
• ‘Share’ on Facebook, Twitter etc.
• Produce analytics of how visitors are using and navigating around the site.
