Web developer needed to create a quality Job Board / Recruitment website

I am looking for a web developer and designer who could create a job board / recruitment website with a user blog / forum that is designed for specific users.

The concept is very similar to the following site here: greateducation co uk. The structure / functionality of the website would be similar and the design would be modern, interactive.

We have a joomla template so we would need the developer to implement the components, extensions, modules, etc into the template and if needed I need the freelancer to change layout / design or coding so the added functions/ modules will have the same style than the template.

Also I found a feature list of other components so inserted below a list of main features. Mainly these are included in extensions so you don’t necessary need to work out this yourself. However, I need someone who is an expert in coding and is able to change 3rd party components/ extensions when needed.

The ideal person is able to keep deadlines, is an honest, intuitive, trust worthy, consistent and talented freelancer, someone who has experience with job board / recruitment websites and can show up references in this field. I am not interested in to see website samples with lorem ipsum.
Also I need someone who will give out a quality site from his/her hands and the finished / polished site will be neat and will have the quality like the findababysitter . co . uk site.

Please write if you could deliver a similar website to us - that is safe and fast – and preferably built on joomla. If you think other programming would suit better then please let us know with your reasons to support your statement.

We would like the site to be ready within 2-3 months and we would need your offer. We are not interested in price per hour offers.
