Video Editing- a speech (20 mins of footage)

I filmed this footage myself of my father doing a speech and we want to edit it, I have a word document explaining which exact bits to cut. The speech is in 2 parts and these need to be joined together into one video.
I was thinking of adding subtitles to all of it but instead, I have written down key quotes that I want visually emphasised- the exact time that they appear is also included and there are 28 of these and they're quite short. When he says them the quotes should appear on the screen visually to emphasise them- this is all explained in the instructions that I will add later :)
