Starmer EU song 4

I want to produce a 2 minute satirical video. The video should feature the UK Prime Minister, Keir Starmer, 'singing' new lyrics I have written for the Beatles song "Back in the USSR". I want Starmer's voice to be the boring drone he always uses and want the Starmer image to be lip-synced with the words of the song. I also want the lyics I have written to be displayed as Starmer is 'singing' (droning') them with the little ball bouncing along the top of the lyrics. I believe there are many programmes which can do this. There is a short instrumental piece in the song. I wanted the Starmer figure to do some kind of ridiculous dance during this instrumental section.

At the end I wanted a 10 second fade-out of the karaoke music while the video features 4 of my books I want to advertise.

I will provide:
- the new lyrics
- the karaoke soundtrack to the song
- three visuals to be used as background to the video.

I have always had very good results on previous projects with PPH. But this time it has been a disaster. Three freelancers have already claimed to have the skills to do this and have just produced rubbish which had little to do with the original brief. The first one went on holiday immediately after accepting the job and, when I chased him, cobbled something together which didn't include any of the things we agreed. The second one did try and made a decent attempt but this was unusable and he admitted he has never done something like this before in spite of originally claiming he was very experienced. The third one also produced a mess and didn't even have any Starmer 'singing' in the video and also by mistake included all the original lyrics from the Beatles song.

I suspect many freelancers replying are really website developers and graphic designers and probably very talented at that. But I also suspect that they have no experience producing a satirical video like this. Please only reply if you know which programmes to use to make this short video and you have experience using such programmes

I really want to get this video finished, but please only reply if you actually have the experience to produce this quite short and simple video and if English is your first language. It will just be a mess for both of us if you offer to do the project and actually don't have the skills or experience. I have looked on YouTube and there are many videos from AI creators showing how easy it is to do this kind of project using AI as long as you have the right AI programme.
