Small video edit + SD and HD rendering

We have a 10 seconds video to be uploaded on IMD that needs 6 mute frames at the beginning and 6 mutes frames at the end. Also, it needs to be exactly 10:00.
There is audio from the very first frame to the last one and we need someone able to cut the audio for those 12 frames total without compromising the quality of the video.
Also, we will need 2 versions of the video, following tech specs that we will provide.
We would like to work with someone that is used to edit video that will be uploaded on IMD.
