Are you able to create a mp4 video file from a jpg underwater image? E.g. make plants move etc.
Are you able to 1) make the colors a bit lighter / dimmer and 2) create an mp4 file with objects in the back moving, e.g the plants and fish, bubbles popping out etc.
It is to be used on the background of a homepage for a website.
