Short, realistic VFX sequence for film (steam effect)

This job is suitable for someone with experience of providing digital FX for video/film. I can see lots of people on the site with experience of 'vector' style 3D animation, logos, animated text, etc. **But please only bid if you also have experience of realistic VFX for video/film and can show examples.**

Apologies there isn't a bigger budget or more time. I'm imagining (hoping) this is a one-hour job for someone with decent After Effects skills, or similar.

Approximately 20 seconds of VFX needed for film. The film is part of a series of short dance films with a dark, horror-like theme.

Two shots within the film need VFX. See example video/images from the film below...

1 - The character approaches a window from inside her kitchen. As she approaches, one of the window panes becomes steamed-up. To make this easier, it doesn't have to be 'naturally' realistic and can look like more fantasy/horror movie.

2 - Cut to outside the window, looking in on the character. We see the letters 'L B A E L' appear in the steam-up window pane, one at a time, as if written into the steam by a finger.

Both shots last around 10 seconds each and both shots have camera movement (slow push-in for both shots), so FX would need to track this camera movement.

I'm not a VFX guy, but I imagine the steam effect could be done with some kind of smoke or particle effect, if it was properly key-framed to follow camera movement and masked around the window panes. If it looks 'more smoke than steam', that's fine. Something ghostly and other-worldly is what we're after. Ideally, the letters written in the steam would have a realistic effect - ie. just like when you wipe in a steamed-up window and can then see through that area.
