I need a piece of video masked and cut out

I need the hole cut out of the below link. From the very first frame until the last frame- the hole needs cutting out. The art work in front of it needs to stay so it will require someone who does a lot of masking and tracking. This will need to have an alpha channel so I can underlay another piece of video. I have a £25 budget for this as it's just one shot of many in a video.
