Video editing

I have a small thirteen second video clip which requires editing. The film is taken from the terrace of a house in the Caribbean and swings 180 degrees and finishes on the waves lapping onto a sandy beach.
I require someone to take the video and do the following:
1. To add a seamless loop at the end so that it repeats over and over the lapping waves onto the beach.
2. To add the sound of lapping waves.
3. To stabilise the slight shake in the film.
4. To compress for the web.
The film will eventually be used on a website which is used to advertise the holiday rental of the house.
