Turn 2 layers flat file into a very short paralax clip

Hi there - looking to turn a 2 layer image with a foreground object and a background scene into something that looks like a moving image to insert into a movie file.

I'd like to turn this into something that feels like video clip - maybe pan/paralax so it feels the camera is moving across and the foreground moves at a different rate.

Needs to be done very urgently I'm afraid!
