Round image animated to blink and move with flag ripple

Paid job,not much.... £100.. But would be most grateful. Can anyone animate this picture of Vivienne Westwood? It must remain as a full circle, the flag to ripple a flag in the wind, her face.... She could wink, her head tilt, she could possibly sing God save the queen? It will be in the tubes etc... Otherwise punk music playing in the background.
