Retouch RAW image in Photoshop for use as .jpg web picture

I have an image i need to use on an About Us page for a website. It needs to be retouched to take out wrinkles around eyes and neck area, and generally improve skin to look as good as possible, and resized to 400 pixels X 544 pixels in Maximum .jpg format. I'd like a colour version and also a black and white version. I will supply the original image in RAW file. I need a quick turnaround so time is important to the bid.
