Photoshop logo editing

I need a person who can procure brand logos and make some basis editing

1) re-sizing to 198 px (h) X width (auto adjust to less than 198 px)
2) add watermark background "Illustration purpose only" similar to the attached .

I have identified a list of 81 companies which I will share once we decided to take forward. I need the work to be of 'top quality' and 'saved for web' using photo shop . I also require the person to add additional logos of other loyalty programs which is not on the list like SHELL, points.com, avios, nectar, avis, mbna etc . Basically well known loyalty programmes
