Make print I have downloaded useable for a bikini print

I have a swimwear company and I am working on our latest swimwear collection. I have downloaded a print from shutterstock which I want to use for a new bikini. However I have sent it to my manufacturer and he has said 'It should be a recyclable design. Your design is not good, it is just cut out of someone else's pattern.'

I don't understand what he means. I don't have experience of working with prints. It says the print is seamless so I thought it would be okay. I would like someone to help me fix the print or copy it from scratch so it is a 'recyclable design' as he says and can be used for my bikini print.
