I require an interactive PDF

I would like to add some location markers to a jpeg photo of a School Roof and when you click on a marker it opens up a 360 pano of the location of the marker, I have an example of something similar in the link below, even if you could replicate the example then that would be fine. I have 11 360 pano photos already from different locations above the school Roof that would need adding.
I would be open to ideas as to how to best achieve the desired results.
