I need to get a portrait of my grandfather made.

I need to get a portrait made of my grandfather, who is no more. I have some pics of him in different locations from different angles, most of them are not high quality, I want to get a high quality (detail as well) portrait made with a neutral or happy expression. So I need someone creative who has experience in making portraits creatively and not just copying them from photos.

The artist must have experience with similar portraits earlier where they had to change the expressions and or angle from a given picture or merge information/details from various pictures.

I am with using Photoshop to achieve the final result or make it from scratch. I would prefer it to be as realistic as possible.
