Custom Chicago Flag

I want a custom flag of Chicago with the following specifications:
1. I want the stars that are located in the middle of the flag of Chicago (Flag of Chicago.PNG) to be removed from the flag.
2. I then want the crown (located in the Crown.PNG) to be cropped out, un-pixalized, and recolored this color (Hex = FF0000, RGB = 255,0,0). This should be the same color as the stars in the original Chicago flag.
3. I then want that crown to be re-sized to the same size as the stars in the original Chicago flag, and placed exactly where the original stars where. There should be four crowns on the new flag.
