Simple Music Video from Still Photo with Lip Sync

Hi! This is just a general enquiry at this stage. I have a still photo of myself and an audio file of my song. I’m looking for a freelancer to create a simple, plain video of the full song with accurate lip-syncing, nothing fancy — just me singing in a studio.

I have a limited budget and would appreciate a reliable and precise editor. If possible, please provide a short sample clip first so I can check the style. Final output should be an MP4 video.
The attachment is just an example. The photo and song might change but it will still be just me and my own song.
