Mapping a graphic over moving people in a video

Hi,

I am looking to hire a Video/ SFX editor for various videos we will be making for a regional health campaign. We have a 3D mock- up of a heart, brain and potentially a pair of lungs in the shape of map markers (think the little pin icons on google maps etc). We want to use these to help represent health stats of concern in areas of the UK - e.g. There are 3,981 people in GM in contact with mental health services for every 100,000 of the population compared to 2,176 nationally. For this, we would be using the 3D brain.

The requirement for this project is someone who can confidently use tracking, colour grading and other effects to make the 3D graphics look like they aren’t out of place in the videos. We want to have the icons tracked above peoples heads (like in the sims game) in moving video. The icons should be roughly x1.5 the size of the persons head in the video (leeway on size to fit the brief, yet be visibly clear). This is an advert for testing ability and skill, therefor we may commission more than one designer before making a decision to offer more projects in the campaign.

This test video is to be 8-10s long. I have attached some photoshop graphics for reference as well as a very briefly mocked up video (the video also shows how the graphics are hard to make out if they are too small). To clarify, the budget is for this is for this single video and not the rest of the work available in the campaign.
