I need some video captions making/editing in a hurry

I am looking for a talented individual to edit a video in the next 24 hours or sooner. In particular, I want them to re-create the moving captions that you can see in this example (attached).
The blue captions here are from Flixier. We like the design and the movement in/out. However, the maximum time allowed for these captions in Flixier is 6 seconds.
It is not possible to read the text that quickly. I want a matching caption with matching movement that lasts 8-8.5 seconds per caption.
The colour needs to be white text on a blue caption (#2161AB) with approx. 90% opacity. It will need the red line at the bottom too.

There are approx. 10 captions that I require. I will provide the stock footage in colour. It will need to be colour adjusted to match the black & white example I’ve sent you. Then these captions overlayed.
I would normally do this job myself – but I don’t have the software/skill to create a caption like this.

I will provide all video files and further instructions. To apply – please create a version of the caption to prove you can do it – then send back. First person to create an exact copy of this caption will get hired to make the rest and edit the video ASAP.
