Audio recording putting to video file with photo & subtitles

I have an audio recording of an interview between two people. I want a video creating with this audio file playing, a couple of static photos on the screen, in the background. As the recording plays, I would like the text on the screen, paragraph at a time. the audio file is 3min26sec. I can send the audio file and links to the photos.
Ideally the video file will not be too large as it will be embedded into a powerpoint presentation.
